Al-Sayeh: We have proven cases of forgery in the documents of some of the candidates, but the judiciary did not recognize them.

The head of HNEC, Imad al-Sayeh, said that the commission had proven cases of fraud against some of those who were excluded from the presidential race before the judiciary, but it did not recognize them.

In his report submitted to the House of Representatives on the difficulties that prevented holding the elections, al-Sayeh added that the rulings issued regarding appeals to the commission’s exclusion of a number of presidential candidates did not comply with the provisions of the law; Which led to the return of most of those who were excluded.

Al-Sayeh explained that, based on what happened during the appeals stage, the commission was unable to announce the final list of presidential candidates; Because it would have contained names that were not legally qualified to directly run for the first head of the Libyan state since its independence, according to the report.

Al-Sayeh emphasized that most of the appeals had lost credibility; For lack of consistency with the text of the law, and the purpose of setting conditions for candidates of the presidential elections , in addition to non-compliance with the timeframes set by the law with regard to submitting appeals and considering them by the competent judicial committees.

Al-Sayeh indicated that the commission was not informed of many of the appeals that were considered, and decisions and judgments were taken in absentia against the commission’s decisions in violation of Article 49, clause 5, and the commission’s lawyer was also prevented from appealing before the judicial committees regarding some appeals; Because of the threat or fear of the consequences of his defense against one of the candidates.

Al-Sayeh added that fraud, manipulation, and premeditation were carried out, and the reasons were set later than the deadlines set for submitting the appeal, so that the chances of the Commission were lost to see the reasons for the ruling and prepare the response for the purpose of appeal.
