The legal committee emanating from the Libyan Political Dialogue Forum will hold a meeting in Tunis on Wednesday, at the invitation of the UN mission in Libya. To discuss setting up a legal and constitutional framework on the basis of which the elections scheduled to be held next December will be held.
During the meeting, which will continue until Friday, the Legal Committee will discuss several constitutional and legal proposals and options, which will be presented later to the House of Representatives and the State Council to be approved as a reference and basis for the elections.
tasks of the Committee
The committee, whose formation was announced on the 17th of December of last year, 2020 by the mission, aims to lay down a constitutional base for the upcoming elections, and is specialized in providing advice to the Political Dialogue Forum , on legal issues related to the legal framework necessary to implement the elections.
The committee will assume responsibility if the House of Representatives and the Supreme Council of the state fail to approve the constitutional rule, including the election law, which was approved by the forum so that a period of 60 days from the nomination and approval of the government, and the period granted to the two chambers expired.
During this meeting held in Tunis, the committee will present its proposals to the Forum for Political Dialogue at its next meeting, after it finishes drafting the articles of base and the election law, which will be approved, according to a statement by committee member Abdulqader Hawili to Arraed.
The constitutional committee
On December 21, the other Constitutional Committee also emanating from the Political Dialogue Forum set a 60-day deadline for consensus between the House of Representatives and the Supreme Council of the State, on the constitutional basis on which the elections will be held.
The Constitutional Committee is composed of members from the House of Representatives and the Supreme Council of the state “10 + 10”, and it held 3 previous meetings in the Egyptian city of Hurghada, the first in September 2020, the second in January 2021, and the third last February. Given that the task that the House of Representatives should have performed, by approving the required constitutional rule and drafting the referendum law, it was long overdue for the specified date, and thus the legal committee will take over the task.
For his part, the UN envoy to Libya, Jan Kubis, said during the opening of the legal committee meeting in Tunis, Wednesday, that the proposals that the committee will present will be of critical importance for the implementation of the goals of the road map.
Libyans are still waiting for what the work of these committees will lead to, and they hope for their success and implementation of their tasks, after the inability of the House of Representatives, which has been unable to adhere to its tasks for years, until the Forum for Political Dialogue assumed the task, and succeeded to some extent in what the House of Representatives failed to do for a number of years.
