Following its formation last December in accordance with the roadmap adopted by the Libyan Political Dialogue Forum and the start of its meetings, the committee succeeded in agreeing on the constitutional basis for the upcoming elections after the failure of the House of Representatives and the Supreme Council of the State to do so.

Roadmap

The roadmap adopted by the forum set a 60-day deadline after agreeing on the executive authority of the House of Representatives and the Supreme Council of the state in order to agree on a constitutional basis for the elections next December, and if this is not possible, the matter will go to the legal committee of the forum.

Composition of the committee

The Legal Committee held its first meeting on the 21st of last December, after its establishment on the 17th of the same month, in accordance with Article 4 of the Road Map approved by the Forum for Political Dialogue, and includes 17 members out of the total of the 75 members of the Forum.

Kubis’ request

The head of the United Nations Support Mission in Libya, Jan Kubis, called on the legal committee on the 21st of last March to speed up its work and be able to complete it relatively soon. In order to contribute to providing the appropriate climate for the elections.

Kubis called, during his speech via visual communication with the Libyan Political Dialogue Forum, to the necessity of agreeing on a clear constitutional base and legal framework for the elections by next July. To ensure that elections are held on December 24 of this year.

Agreement reached

In the end, the committee was able on April 9th ​​to agree on the necessary constitutional basis for holding the elections.

In an official statement after the conclusion of its meeting in Tunis, the committee added that it would present its final report on the constitutional base to the dialogue forum at the earliest opportunity.
