With wider representation and greater participation … Libyans will meet in Tunis at the beginning of November to try to end the crisis despite the bidders’ accusations.

With the approaching date of the Libyan Dialogue Forum in Tunis on the 9th of next November, attacks have escalated from several parties on the path of the dialogue and the delegation participating in it, accusing them of “selling the case, denial of the blood of martyrs and innocent people, and are only chasing after positions and personal gain.”

However, given the participants in the dialogue rounds; The weakness of these accusations and allegations, and the many exaggerations they contain, is evident.

Inclusive participation

The UN mission clarified on October 10 that the participants in the Forum for Political Dialogue in Tunisia will be selected from various components, based on the principles of inclusiveness and geographical, ethnic, political, tribal and equitable social representation.

The mission added: In a statement that it is in response to the recommendation of the vast majority of components of the Libyan people, it stipulated that those invited to participate in the Libyan Political Dialogue Forum should refrain from assuming any political or sovereign positions in any new arrangement for the executive authority.

Major General Ahmed Abo Shahma

The head of the GNA delegation in the 5 + 5 military dialogue, Major General Ahmed Abo shahma, and the commander of the field of the Volcano of Anger operations room during Haftar’s aggression on Tripoli in 2019, and the most prominent leaders of the Albonyan Al-Marsous forces to eliminate ISIS in Sirte 2016, demanded in his speech during the signing ceremony of the permanent ceasefire agreement in Geneva, the politicians to be one hand and not attracted by the different streams, and to work to achieve political and military stability in Libya.

He added, “We have enough suffering and blood. The Libyan people at this moment are waiting for change to materialize, and the suffering will be lifted from all Libyan land, especially in the south.”

26 deputies

Given the composition of the participants in the Forum for Political Dialogue in Tunisia, we find that about 40% of the composition of the dialogue delegation are members of the two legislative councils. Choosing deputy from each constituency in the Council, which are 13, also did the House of Representatives choose its 13 representatives, so that the representatives of the two chambers in the Tunis dialogue became 26.

Observers believe that the selection of representatives of the House of Representatives and the Supreme Council of the state according to their 13 electoral districts, achieves two goals: the first is to give an institutional political reference to the outcomes of the dialogue, and secondly: to hold them responsible for completing the process of approving the outputs of the dialogue, on top of which is the approval of the proposed names to occupy the new executive authority.

All directions

The UN mission, for its part, announced on October 25, a list that included 75 names, from different cities and regions of Libya, representing all political and social trends, to participate in the Tunis Dialogue Forum

The political representation of the legislative institution, in its two parts, the representatives and the supreme state council, was strengthened with social representation from tribal elders from the east, west and south, and university elites, including lawyers and doctors.

Many believe that this step pulled the rug from under the bidders, adventurers, and war merchants, as it expanded the size of participation in the solution to educated classes, who have long complained of exclusion due to their distance from political decision-making centers.

Presidential support for dialogue

The Presidential Council, on the words of its president, also announced its approval and support for the dialogue process, its outputs, and its readiness from its position to facilitate its implementation; Al-Sarraj called on the dialogue committee entrusted with forming the new executive authority to assume its historical responsibility to expedite its formation.

In the same context, on September 16, Al-Sarraj announced his desire to hand over his duties, hoping that the dialogue committee would complete its work and choose a new presidential council, indicating that progress had been made in agreeing to unify Libyan institutions and preparing for new legislative and presidential elections.
