HCS president: Referendum on the constitution before elections

The president of the High Council of State (HCS), Khaled Al-Mashri stressed the need for parliamentary and presidential elections as soon as possible to end the transitional stages in the country, only preceded by a referendum on the constitution draft.

Al-Mashri stressed during his speech at the Paris meeting that the Libyan people should be allowed to say freely yes or no to the constitution draft.

HCS president explained that the political agreement remains the only framework for solving the Libyan crisis and there is no military solution to it, stressing that there is no alternative to dialogue, reconciliation and compromise from all the Libyan parties.

The President of the High Council of State said, the Council is fully prepared to begin work with the House of Representatives in the unification of sovereign institutions in accordance with Article 15 of the political agreement.
