More than 24 hours have passed since the initiative launched by the Prime Minister of the Government of National Unity, Abdul Hamid Dbaiba, in which he implicitly announced that he would not hand him over to Prime Minister-designate Fathi Bashagha.
The initiative announced by Dbaiba under the name “Plan for the Return of Trust to the People” has not received any local or international resonance, and the UN mission has not commented on the points of this initiative so far, and no statements have been issued by the active international forces, while consultations continue to form the new government whose formation will be presented as expected to the House of Representatives to gain confidence on the 28th of this month.
Last Monday, Dbaiba announced a four-point plan; To hold the elections next June, it requires the formation of a technical committee to prepare the parliamentary elections law, to be submitted by the Cabinet to the House of Representatives for approval within two weeks.
In his initiative, Dbaiba affirmed that the referendum on the draft constitution will take place in accordance with the tenth amendment to the Constitutional Declaration and the Hurghada Agreement between the House of Representatives and the state, in conjunction with the parliamentary elections, and the next parliament is responsible for completing the process.
The mission did not comment on the Dbaiba initiative. Rather, the UN adviser, Stephanie Williams, stressed the importance of continued consensus and the engagement of the various parties to the political process, in a constructive and responsible manner, while maintaining calm in the country as a top priority.
Williams said in a tweet on her Twitter account on Tuesday that she was briefed during her meeting with the head of the Legal Committee of the Supreme Council of State, Adel Karmous, the head of the National Reconciliation Committee, Khalifa Dwaib, the head of the Anti-Corruption Committee, Mohamed Abu Sneina, and the rapporteur of the council, Saeed Kalla, on the progress they have made, and the two road map committees in the House of Representatives and the Supreme Council of State and the existing consensus between the two chambers.
The media advisor to the Speaker of Parliament, Fathi Al-Marimi, said in a statement to Arraed on Tuesday that the initiative announced by “Abdul Hamid Dbaiba” cannot be implemented at the present time. Because the obstacles and difficulties announced by the High Electoral Commission still exist.
Al-Marimi confirmed that Fathi Pashaga is working on the Cabinet formation, and will present it to the House of Representatives in the coming days, noting that the Road Map Committee in the House of Representatives, and the new government that will be formed headed by “Fathi Pashaga,” the Supreme Council of State, and the Presidential Council, all of these components will work to remove these Obstacles declared by the Electoral Commission.
Al-Marimi added that the House of Representatives did not interfere, set a new road map, form new committees, and contact all parties in order to develop a new plan until after the Electoral Commission was unable to conduct the elections.
Al-Marimi explained that there are consensus between the House of Representatives, the Supreme Council of the State, and the Presidential Council, to launch national reconciliation, and the Parliament may work to amend some laws, and other matters that remove the difficulties facing the electoral process.
For his part, the media office of Prime Minister-designate Fathi Bashagha said on Tuesday that the consultations on forming the government are taking place in a smooth and effective manner without any obstacles.
The media office added, in a statement, that the ministerial formation will be submitted to the House of Representatives to obtain confidence on its scheduled date, before the end of the period specified in the assignment decision, stressing that the Cabinet formation will take into account the standards of competence, ability and comprehensive national participation.
The government spokesman, Mohamed Hammouda, had previously accused the UN advisor “Stephanie Williams” of bias and support for the postponement of the elections after she stated that she had received an explanation from the Speaker of Parliament, Aqila Saleh, about the mechanism that the parliament would follow to grant confidence to the new government, and to inform her of the work plan with the State Council based on the 12th constitutional amendment, including the creation of a 24-member joint expert committee to review the 2017 draft constitution, praising the consensus between the House of Representatives and the state.
