Acting Head of the United Nations Mission, Stephanie Williams, reiterated that a political solution is the only option to solve the Libyan crisis, to achieve a unified vision of the governance framework and arrangements that will lead to the holding of national elections; In order to restore the sovereignty of Libya.
And Williams announced that the sessions of the Libyan-Libyan Dialogue Forum will start in Tunisia early next November, after weeks of discussions with Libyan and international parties.
Consultative meetings
Before holding direct political talks in Tunis, the mission will bring together the participants in the Forum for Political Dialogue in preliminary meetings beginning on October 26, and the consultations will include large segments of Libyan society.
The Forum for Political Dialogue is based on the progress of the consensus views that resulted from the recent consultations, including the recommendations of “Montreux” and the understandings reached in Abo Zniqa and Cairo.
Participants in the dialogue
The mission stipulated that the invitees participating in the forum refrain from assuming any political or sovereign positions, in any new arrangement for the executive authority, noting that the talks generally aim to achieve a unified vision about the governance framework and arrangements, which will lead to elections in the shortest possible time.
Criteria for selecting participants in the dialogue
The mission strives to ensure broad and transparent consultations, while participants in the Political Dialogue Forum will be tested on the basis of the principles of inclusiveness and geographical, ethnic, political, tribal and social representation.
The mission explained that the mechanism for selecting participants in the forum will be from the various main components of the Libyan people, adding that it will conduct direct talks between the “5 + 5” joint military committee in Geneva on October 19 in Switzerland.
Berlin and determining of Tracks
It is a continuation of the first Berlin conference on January 19, which was the first step of the political settlement, as the parties meeting there agreed to stop the support provided by some countries to the Libyan parties, and to set 3 tracks to solve the Libyan crisis, political, economic and military.
Military track
According to the Berlin tracks, Libyan military parties representing the Government of National Accord held meetings with military representatives representing Haftar in Egypt, in coordination with the UN mission, to put in place a ceasefire mechanism, and to demilitarize the Sirte and Al Jufra regions.
The constitutional Track
On Monday, Cairo will host meetings called the “constitutional track” that bring together members from the Supreme Council of State, Deputies, and the Constitution Authority in coordination with the United Nations Support Mission in Libya.
