Kobler Meets HoR Deputy Chairman in Tobruk

The UN’s special envoy to Libya, Martin Kobler, met with Emhemed Shoeib the Deputy Chairman for the Tobruk-based parliament, known as the House of Representative (HoR), on Tuesday.

The purpose of the meeting between the UN representative to Libya and the Libyan parliament’s speaker was to discuss “next steps in the Libyan Political Agreement implementation and the role of the HoR,” said Kobler in a Twitter post.

Local news reports say the meeting was held in the Tobruk airport’s conference lounge as protesters would not allow Kobler to make his way to the HoR’s building. Kobler arrived at the airport on Tuesday and was forced to leave without seeing the city.

The HoR has previously voted against supporting the UN-backed Government of National Accord (GNA), which was a by-product of the Libyan Political Agreement signed in Morocco in December 2015.

General Khalifa Haftar, who is backed by the HoR, is said to have interfered in the vote and prevented the parliament from giving the GNA a vote of confidence.

The HoR will soon be meeting to give a final vote on whether or not it will support the GNA.
