During a lengthy conversation between the UN envoy to Libya, Martin Kobler,  and President of Tobruk’s Parliament, Aguila Saleh, Kobler has expressed that it is necessary for the Parliament to pass the second list of ministers provided by the Presidential Council.

Kobler pointed out that the Presidential Council was meeting to provide the list of the new government, adding that he supports the view that ministerial positions should be based on competence and that the Parliament must work to adopt the new government.

He pointed out that there are several reasons that necessitate the adoption of the new government including increasing state regulation, stressing that every day that passes ISIS gains more territory in Eastern and Western Libya. In addition, Kobler believes that the humanitarian situation in Libya is poor and that there is a continued decline in Libya’s financial resources.
